City of Jersey City Structural & Facade Inspections

Ordinance Amending Chapters 254 and 160

As a result of the Surfside condominium collapse in Florida, the City of Jersey City, New Jersey has adopted regulations requiring certain buildings to conduct, through a licensed professional, an inspection of the building’s structure every 10 years and the building’s facade every 5 years. Below are the requirements that every Jersey City Property Owner needs to know: 
Building over six stories tall

Structural Inspection Requirements:

  • Visual structural inspection every 10 years by a licensed professional for concrete buildings of more than 6 stories in height.
  • Inspection to include foundations, balconies, all structural members, and waterproofing.
  • Initial inspection to be completed by 12/31/2022 and every 10 years thereafter.
  • Property Owners to submit a written Structural Inspection Report prepared by the licensed professional to the Division of the Construction Code Official.
  • If structural repairs are needed, the Property Owner shall be responsible for the repairs and immediately undertake measures as may be required to secure public safety.
  • Following the repairs, the licensed professional shall inspect the building and the Property Owner shall file an amended report prepared by the licensed professional setting forth the conditions of the building with the Division of the Construction Code Official within 30 days of the repairs being completed.

Building over 6 stories

Facade Inspection Requirements:

  • Facade inspection every 5 years by a licensed professional for all buildings greater than 6 stories in height and buildings with masonry facades of 4 stories or greater in height.
  • Inspection to include all exterior walls and appurtenances.
  • Initial inspection to be completed by 12/31/2023 and every 5 years thereafter.
  • Property Owners to submit a written Facade Inspection Report prepared by the licensed professional to the Division of the Construction Code Official.
  • If repairs are needed, the Property Owner shall be responsible for the repairs and immediately undertake measures as may be required to secure public safety.
  • Following the repairs, the licensed professional shall inspect the building and the Property Owner shall file an amended report prepared by the licensed professional setting forth the conditions of the building with the Division of the Construction Code Official within 30 days of the repairs being completed.
